Need to move _ISource21.dll from system c:\winnt\system32

We are using this dll with IDAutomations to display Bar Code on Web page.

Our infrastructure group will not us to have 3rd parity dll installed on system drive c:\winnt\system32 directory.

Can this dll be moved to another location and still be accessible?

Or is newer version of this dll that will allow us to move and use it ?
